Local Service Ads Setup Guide: Eligibility, Verification & Ranking (2026)

Local Service Ads sit above everything else in Google — above the map pack, above regular search ads — and you pay per lead, not per click. For plumbers, HVAC companies, electricians, roofers, and lawyers, LSA is often the cheapest qualified lead in the entire Google ecosystem. It's also the most paperwork-heavy ad product Google makes: license verification, background checks, and insurance documentation stand between you and the top of the page.

Below: the full setup process from eligibility check to first lead, what Google Guaranteed actually requires, how LSA pricing and budgets work, and the five factors that decide whether you rank first or fifth.

What Are Local Service Ads?

Local Service Ads (LSA) are Google's pay-per-lead ad unit for service businesses. They appear at the very top of search results for queries like "plumber near me" or "AC repair Jacksonville," showing your business name, star rating, review count, hours, and a Google Guaranteed or Google Screened badge. Searchers call or message you directly from the ad — there's no landing page, and no click to pay for. You're charged only when a searcher contacts you through the ad.

Two structural differences from regular Google Ads matter. First, there are no keywords: Google matches your ad to queries based on your business category, services, and service area. Second, there's no Quality Score or Ad Rank math — LSA ranking runs on its own factors, dominated by reviews and responsiveness.

Step 1: Confirm Your Eligibility

LSA doesn't cover every business. Google publishes a category list per market, and it skews heavily toward home services and professional services. The major eligible categories in most US markets:

  • Home services: plumbing, HVAC, electrical, roofing, appliance repair, carpet cleaning, house cleaning, landscaping, lawn care, pest control, painting, garage doors, handyman, water damage restoration, tree service, window cleaning, moving, locksmiths
  • Professional services: lawyers (personal injury, family, estate, immigration, and more), real estate agents, financial planners, tax specialists
  • Health and wellness: dentists, chiropractors, physical therapists, optometrists (varies by market)
  • Other: auto repair, towing, junk removal, photographers (select markets)

Check eligibility at ads.google.com/local-services-ads — enter your country, zip code, and job category. If your category isn't listed for your market, standard search campaigns are your play; our cost calculator shows what search clicks run in your vertical.

Step 2: Create Your LSA Profile

Sign up with the Google account you want managing the ads (use an owner-level account — migrating later is painful). You'll enter:

  • Business name and address — must match your Google Business Profile exactly. Mismatches between LSA and GBP cause verification delays and can suppress impressions.
  • Service categories — choose every service you actually offer; these function like your keywords. A plumber who only checks "plumbing" misses "water heater installation," "drain cleaning," and "sewer repair" queries.
  • Service area — by city, zip, or county. Be honest; leads outside your area still cost money if you receive them and fail to dispute.
  • Business hours — LSA can show your availability and lets searchers filter by it.
  • Budget — weekly, set in dollars or target lead count (more on this below).

Your LSA profile links to your Google Business Profile — reviews, photos, and business info flow from GBP into the ad. An optimized GBP isn't optional; it literally is your ad creative.

Step 3: Verification, Background Checks & Google Guaranteed

This is where most applications stall. Google verifies that your business is legitimate, licensed, and insured before the badge goes live:

License Verification

Submit your state/local trade license for regulated categories (contractors, plumbers, electricians, HVAC, lawyers). The name on the license must match the business entity name on the application. DBA mismatches are the most common rejection reason — fix the entity mapping in the application rather than hoping it slides through.

Insurance Verification

General liability insurance (and in some categories, workers' comp) must be uploaded with current dates. Set a calendar reminder for the policy renewal date — expired insurance silently pulls your badge and can pause your ads.

Background Checks

Google's screening partner (Evident/Pinkerton) runs background checks on the business owner and, for in-home service categories, on field employees. This is the core of the Google Guaranteed badge: Google will reimburse dissatisfied customers up to $2,000 for jobs booked through LSA. Background checks take 2–6 weeks, and employees added later need checks before the guarantee covers their jobs. (Professional categories like law get "Google Screened" instead — license-based, no money-back guarantee.)

Step 4: Budget, Bidding & What Leads Cost

LSA charges per lead — a phone call (answered or missed), a message, or a booking through the ad. Lead costs vary by vertical and market:

  • Plumbing / HVAC / electrical: $25–$75 per lead
  • Roofing: $40–$100 per lead
  • Pest control / cleaning: $20–$50 per lead
  • Personal injury law: $150–$400+ per lead
  • Appliance repair / handyman: $15–$40 per lead

You set a weekly budget, and Google paces leads against it. Two bidding modes exist: Maximize Leads (Google prices each lead dynamically — the default and the right choice for most businesses) and Max Per Lead (you cap what you'll pay per lead — more control, but set it too low and impressions dry up, the same failure mode as underpriced search bids).

Dispute junk leads. Wrong numbers, solicitors, out-of-area calls, and spam can be disputed in the LSA dashboard within 30 days, and Google credits valid disputes. Businesses that never dispute are paying a 10–20% stupidity tax on their LSA spend.

The 5 LSA Ranking Factors (In Order of Impact)

LSA ranking isn't bid-driven the way search ads are. Google's documented factors, weighted by what we see move rankings in practice:

  1. Review score and review count. The dominant factor. A 4.8 rating with 200 reviews beats a 5.0 with 12. Ask every completed customer for a Google review — the review velocity playbook applies directly to LSA rank.
  2. Responsiveness. Google tracks how fast and how often you answer LSA calls and messages. Missed calls tank your ranking faster than almost anything else. If you can't answer during business hours, route LSA calls to an answering service.
  3. Proximity to the searcher. You can't optimize distance, but you can make sure your service area and address are accurate so Google matches you correctly.
  4. Business hours. Businesses open at the moment of the search rank higher. Extending listed hours (if you genuinely answer) expands your impression window.
  5. Profile quality and complaints. Complete services, photos, and accurate info help; serious or repeated customer complaints can suspend you entirely.

LSA + Search Ads: Run Both

LSA and standard search campaigns don't cannibalize — they cover different slots on the same results page. LSA wins the top; search ads capture the searchers who scroll past it, and they let you control messaging, landing pages, and keywords in ways LSA never will. In our client accounts, the standard local-service stack is LSA for immediate call volume plus a tightly structured search campaign for high-intent queries and remarketing. If you're budgeting across both, the Google Ads cost guide covers search-side economics.

FAQ: Local Service Ads

How much do Local Service Ads cost?

LSA charges per lead, not per click. Typical 2026 ranges: $25–$75 for plumbing, HVAC, and electrical; $40–$100 for roofing; $20–$50 for cleaning and pest control; $150–$400+ for personal injury law. You set a weekly budget and Google paces leads against it.

What is the difference between Google Guaranteed and Google Screened?

Google Guaranteed (home services) requires license, insurance, and background checks, and lets Google reimburse unhappy customers up to $2,000. Google Screened (professional services like law and financial planning) verifies licenses only, with no money-back guarantee.

How long does LSA verification take?

License and insurance verification typically takes a few days to two weeks. Background checks for the Google Guaranteed badge take 2–6 weeks. Budget 3–8 weeks from application to live ads in regulated categories.

Can I use negative keywords in Local Service Ads?

No. LSA has no keyword targeting at all — Google matches queries from your business category, services, and service area. Your controls are service selection, geography, hours, budget, and disputing invalid leads.

Do Local Service Ads replace search campaigns?

No — they complement each other. LSA occupies the very top slot with a pay-per-lead model; search campaigns capture scrollers, support remarketing, and give you full control over keywords, ads, and landing pages. Most local service businesses should run both.
