Most Google Ads campaigns fail because they are built without a real structure. A business owner sets a budget, drops in a handful of keywords, writes one generic ad, and then wonders why they are paying $15 a click with nothing to show for it. This free Google Ads campaign builder fixes that. We took the exact campaign architecture we use as a Google Premier Partner agency and turned it into a tool you can use yourself, so you build a search campaign the right way from the very first click.
Think of this as a Google Ads campaign creator and PPC campaign builder in one. Instead of clicking through a blank Google Ads account, you assemble the full campaign here: campaigns, ad groups, keywords with the right match types, negative keywords, responsive search ads (RSAs), sitelinks, callouts and structured snippets. Most free tools labeled a "campaign generator" stop at a keyword list. This one builds the entire export-ready campaign so you can import it into Google Ads Editor and launch in minutes. And because it runs entirely in your browser, none of your campaign data is ever sent anywhere.
Step 1: Create your campaign. Open the Campaign tab in the builder and add a campaign row. Name it something descriptive (for example "Plumbing - Jacksonville") and set your daily budget. Your campaign is the container for everything else: budget, bidding and targeting all live at this level.
Step 2: Add tightly themed ad groups. Switch to the Ad Group tab and create one ad group per core service or intent. A plumber might use "Drain Cleaning," "Water Heater Repair" and "Leak Detection." Tight ad groups let you write ads and choose keywords that match the searcher exactly, which lifts your Quality Score and lowers your cost per click. Use our keywords-by-industry research to find proven terms for your vertical.
Step 3: Add keywords and match types. In the Keyword tab, bulk-paste your keywords and pick a match type. Start with exact and phrase match to control spend, and avoid broad match until you have search-term data. Then add negative keywords (free, cheap, jobs, DIY and so on) so you are not paying for clicks that will never convert.
Step 4: Write your responsive search ads and extensions. In the RSA tab, add up to 15 headlines (30 characters each) and 4 descriptions (90 characters each). Work your main keyword into several headlines and include benefits, trust signals and a clear call to action. Then add sitelinks, callouts and structured snippets to take up more space on the results page.
Step 5: Export to Google Ads Editor. When your campaign is ready, click Export CSV. The file is built in your browser with all 100+ columns Google Ads Editor expects. Open Google Ads Editor, go to Account > Import > From file, choose your CSV, review the proposed changes, and post them to your account.
Pro Tip from Our Team: Do not launch with broad match. Start with exact and phrase match to control costs, collect search-term data for two to three weeks, then expand into the terms that actually convert. Pair that discipline with a realistic budget using our Google Ads cost calculator and a clear payback target from our ROI calculator. This is how we launch every new account at Media Spearhead.
Each campaign you build maps to the full structure Google Ads expects: campaign settings (budget, bid strategy, status), ad groups with individual max CPC bids, keywords in exact, phrase or broad match, negative keywords to block wasted spend, responsive search ads with up to 15 headlines and 4 descriptions, and extensions (sitelinks, callouts and snippets) that expand your ad on the search results page. The exported CSV is a plain text file with those columns, which is exactly what Google Ads Editor reads on import.
A well-structured campaign directly affects your Quality Score, which decides how much you pay per click and where your ads show. Campaigns with tightly themed ad groups, relevant keywords and compelling ad copy consistently hit Quality Scores of 8 to 10, which can cut your actual CPC by 30 to 50% versus a sloppy build. We have seen businesses halve their cost per lead just by restructuring with proper ad group theming and a smart match-type strategy. If you run ads for a specific vertical, our industry marketing playbooks show how that structure changes by trade.
This tool is great for building and launching, but managing Google Ads profitably over time is a different skill. If you are spending more than $3,000 a month, competing in a tough industry, or not seeing the ROI you expected, it pays to have a team that does this every day. As a Google Premier Partner agency, Media Spearhead manages PPC across 25+ industries with a focus on real conversions, not vanity metrics. Create a campaign with a budget, add tightly themed ad groups, paste in keywords with the right match types, add negative keywords, then write a responsive search ad and extensions for each ad group. When it is complete, click Export CSV and import that file into Google Ads Editor to launch.
Yes, 100% free with no signup required. Built by Media Spearhead's Google Premier Partner team, you can build unlimited campaigns, edit every field, and export Google Ads Editor CSV files at no cost.
It is a plain text spreadsheet file mapped to the columns Google Ads Editor reads on import (campaigns, ad groups, keywords, ads and extensions). This builder generates that CSV in your browser so you can import it into Google Ads Editor and post your campaign in minutes.
Start with exact and phrase match to keep tight control over which searches trigger your ads, plus a list of negative keywords. Avoid broad match at launch until you have two to three weeks of search-term data showing which terms actually convert.
An RSA lets you provide up to 15 headlines and 4 descriptions, and Google mixes them to find the best-performing combinations. In the builder you add all your headlines and descriptions in one place, with character counters so you stay within Google's limits.
Negative keywords stop your ads from showing on irrelevant searches such as free, cheap, jobs or DIY. They protect your budget by preventing clicks that will never become customers, which lowers your cost per lead. You can add campaign-level or ad-group-level negatives in the builder.
Yes. The export is formatted with all 100+ columns Google Ads Editor expects. Open Google Ads Editor, choose Account > Import > From file, select the CSV, review the changes, and post them to your account.
It was built by Media Spearhead, a Google Premier Partner digital marketing agency in Jacksonville, FL, using the same campaign structure we apply to accounts spending $5K to $100K+ per month. Everything runs entirely in your browser, so your campaign data never leaves your computer.
This tool gives you the structure. But if you want a Google Premier Partner team to build, launch, and continuously optimize your campaigns for maximum ROI, that's what we do best.
